However have a much better appreciation of the chapters holding together the imperium as a quasi administrative military force. Making them all independent of one another, while allowing greater possibility for them to be picked off also allows a much greater field of specialization than just the 18 Legions, and I do agree the Chapters are much better for defending an entire Empire than the Legions are, even if the Legions are better at the individual conflicts.<br /><br />I think the main problem I have with the Chapter system is they were made too early, anybody with a brain would have been able to tell Roboutte that breaking Legions into small groups which would cause the enemy to VASTLY outnumber even the most powerful group is a bad idea, as well as telling him that giving Chapter Masters that level of autonomy could lead to several chapters falling to Chaos since there's nobody doing any sort of internal check on a Chapter, everyone just assumes they're good and will stay that way.<br /><br />Now for my biggest problem with Roboutte, did he really need to turn his guns on the still Loyal Primarchs? Would keeping some Legions really be all that bad, all things considered? In this way he's just like the Emperor, he thought he knew how to protect the Imperium best and everybody else has to fall in line, if he allowed the Primarchs who disagreed with him, like Rogal Dorn to keep the full might of their Legions and Garrison them around the Eye of Terror until the Imperium was fully stabilized then some of Abaddon's earliest Black Crusades might have been prevented, if not wiped out. <br /><br />How I see it though, is that Legions are far better for war, and Chapters for Peace.grdaathttps://www.blogger.com/profile/00722216755745063033noreply@blogger.com
